File Z24-08-03, for the property at 0 Hwy. 411, 1933 Chulio Rd., 0 Hillindale Dr., and 0 Chulio Rd., Rome, GA 30161, Floyd County Tax Parcels L15021, L15022, L15023, L16009 and L16010, requests to rezone from Suburban Residential (S-R) and Multifamily Residential (M-R) to Heavy Industrial (H-I).  Staff recommended denial without prejudice, thus allowing the applicant to potentially bring a different application or one with more information in the future. Planning Commission voted to deny without prejudice by a vote of 6-0.

 
2.

File Z24-08-02, for the property at 4446 Adairsville Rd. and 4464 Adairsville Rd., Adairsville, GA 30103, Floyd County Tax Parcels N10023 and N10024, requests to rezone from Suburban Residential (S-R) to Agricultural Residential (A-R). Staff recommended approval. Planning Commission voted to approve by a vote of 6-0.

CONSENT AGENDA

 
1.

Consider request from Finance to approve a 7.5% special salary adjustment, as allowed per County policy, for Internal Auditor based on completion of the Certified Public Accountant's (CPA) exam. The annual cost is $5,070. The cost for FY 2024 would be an addition of $3,380 to  GL Account # 100530 - 50000. This includes making this retro to the date the exam was passed, 5/28/24. This is also recommended by the Administrative Services Committee, County Manager, and HR Director.

 
2.

Consider request from Human Resources to approve an amendment to the Floyd County Civil Service Rules and Regulations by adding a rule regarding Genetic Information Nondiscrimination Act (GINA). This was approved by the Merit Board and the Administrative Services Committee.

 
3.

Consider request from Human Resources to approve ACCG's 2024 Employee Safety Grant Application.  All expenses and revenue related to this will be charged to 100449-59900, resulting in no change needed for the budget.

 
4.

Consider request from Human Resources to approve a Return to Work Policy. This has been approved by the Merit Board and the Administrative Services Committee.

 
5.

Consider request from Airport to approve a fuel pricing amendment with Kinetic Aviation Maintenance, LLC.

 
6.

Consider request from Animal Control to approve the revenue for the Spay and Neuter clinic (530495-48600) be increased $8,000 (for a total of $15,000) and to increase the expense for the Spay and Neuter Clinic (530495-58805) to $15,000.  (There is currently no budget for this expense account.)  Currently this program has had 4 events and has ~$5,200 in revenue and ~$1,600 in expenses. The plan is to have two events for each of the remaining months this year to meet demand. There are currently over 300 animals on the waitlist.

 
7.

Consider request from Purchasing to approve a contract with AT&T to move all 911 administrative lines for a total of $1,475.81 per month. This would be a savings of $1,932.14 per month switching from Windstream to AT&T.

 
8.

Consider request to approve the changing the time of the October 8, 2024 Board of Commissioners meeting to 9:00 AM with an 11:00 AM Caucus and cancelling the December 24, 2024 meeting Board of Commissioners meeting.

 
9.

Consider recommendation from Alcohol Control Commission to extend a temporary beer consumption on premise license with conditions to Callier Springs Country Club for the remainder of 2024.

NEW BUSINESS
 
1.

Consider request from Airport for approval of Change Order #1 To Runway 1/19 Extension Project contract with Bartow Paving.  This request does include an increase in the cost of the construction in the amount of $26,570.31.  This project is fully funded through the 2013 SPLOST in account number 318638-66089 and does not require a change in the budget.  It is also important to note that although this requires an increase there will be a future change order coming that will be request a decrease and will make up this amount.

 
2.

Consider request from Police Department to accept a grant for an Electronics Detection K9.  This grant will provide a K9 and training valued at $20,000.  They will also provide $3,000 for future expenses, an account number will be created at the time of award for this revenue.

 
3.

Consider request from Facilities to approve a change order for Harbor Services construction contract for AdventHealth Stadium in the amount of $45,155.00.  This will be charged to the Stadium PDL account 319639-66130-60038.  This will require no change to the budget.

 
4.

Consider request to approve proposed pay plan adjustment effective September 1,2024. This was reviewed and discussed at the Administrative Services Committee meeting on August 5.

 
5.

Consider request to approve health insurance and renewal with Cigna and a recommended increase of 3.3% to the employee and 3.3% to the County which is the medical care services CPI increase at the end of June 2024. Also recommend approval of voluntary insurances per the attachment.

 
6.

Consider request to approve a tax refund to Stephanie Davis.

 
7.

Consider request to approve the 2023 SPLOST budget for FY2024.
